Looks like some NEAR IR reaches the ground at the observatory height. I think what I want to find is confirmation that NEAR IR is included in the incoming energy level from the sun. This is not "backradiation".

The IR windows are where there are no Infra Red Interacting Gasses (IRIGs) to absorb the incoming IR. These windows have no part to play in any alleged "greenhouse effect".
